I report to HRD and applied for another job - Interview process...

In a nutshell - I report to the Human Resources Director and have applied for a position outside the department. My boss has voiced an opinion in her dispproval that she does not think this is a "good time" in my personal life to apply for another job. However, she is one of two people (her and the hiring manager) involved in the interview and decision-making process.

Is this appropriate?
